Why should Sonic welcome his newest Rival with open arms? 
But about Jet...I've been looking into him , notice how he looks a LOT like that old Sonic Character 'Bean'
Maybe Sega were planning too bring him back for this game but since Bean was obsessed with Bombs the whole 'terrorism' issue could come up so Sega decided too cross breed Shadow, Manic the HEdgehog (from Sonic Underground) and BEan and created Jet
